Declares a tool the model may call.

The definition is placed after existing tool definitions, or before the first message when the program declares none yet.
Parameters
- program: Program
  Program to edit.
- name: string
  Tool name the model must use when calling it.
- description: string
  Natural-language description shown to the model.
- schemaJson: Uint8Array
  Encoded JSON Schema describing the arguments.
Returns Program
A new program; the input is left untouched.
